Minor outage for CORE

Our logs indicate that CORE had minor outages between 1:40 am PST to 2:10 am PST last night. The issue occurred due to a database indexing error where retying a failed reindexing increased the number of connections being served and thus slowing down the DB.

The reindexing auto recovered and the services were back to normal.
